INVITATION FOR EXPRESSION OF INTEREST ON ELECTORAL REFORM

 SEPTEMBER 03, 2008  The National Election Monitoring Alliance (NEMA) is an alliance of 14 non-governmental, civil and social organizations in Nepal with the objectives to facilitate the development of a sustainable civil society network to develop and conduct comprehensive non-partisan election observation, and the ability to contribute to longer-term democratization and to deter malpractice and enhance the transparency, integrity and credibility of the elections.

It is also visible that the NEMA has contributed as the largest domestic electoral monitoring group, mobilized 20,000 observers all over the nation in the then Constituent Assembly Election 2064. NEMA is determined to work for long term in electoral system. This is a post election initiative for electoral reform.  In this context NEMA has begun to work in the following four themes;

Best Practice Manual: NEMA will convene a two-days workshop of the five largest domestic observation alliances (NEMA, NEOC, DEAN, GEOC, and CAEOF) to produce a best-practice manual covering network maintenance, training, capacity-issues, financial transparency, political neutrality, recruitment, reporting, and media strategy to consolidate lessons learned from CA elections observation. The draft best-practices manual will be presented at a joint meeting of the Election Commission and all major political parties for comments.

Regional Roundtable: NEMA will conduct a roundtable dialogue with different stakeholders including political parties, security agencies, election commission officials and civil society in five regional headquarters to define and clarify the role of domestic observers. This roundtable series will reflect on the CA election experience and collect insights into the technical and political legitimacy of election observation at the local level. The synthesized proceedings of the roundtable series will be presented at workshops of heads of all major political parties as well as media organizations to draw specific commitments from each side on how to promote the legitimacy and subsequently the deterrence-effect of election observation.

Electoral Law Reform: Based on past exercises and the legal analyses produced by NEMA and DEAN on the Election Act of 2007, a comprehensive electoral reform recommendation will be drafted. A key objective of this exercise is to strengthen enforceability of statutory provisions. NEMA will present these recommendations to the Election Commission and CA members who sit in the relevant sub-committees.

Monographs on Electoral Systems: In consultation with different stakeholders and expert teams regarding their ongoing work on monographs on the key issues NEMA will produce an analytical monograph on the merits and demerits of different electoral systems in the context of Nepal, surrounding federalization of Nepal, working in close coordination with relevant agencies, and covering both national and sub-national elections. This monograph will form the basis of policy briefs to be distributed to CA members to share the methods, models, and principles of free and fair elections.

For this humble task, NEMA is forming a roster of experts; inviting a letter of interest from qualified Nepali citizens having expertise on electoral reform or related research works along with sufficient proficiency both in English and Nepali languages for the following themes:

Letter of interest should reach NEMA Office at the office hour by September 8, 2008.
